About us and Roles of the Planning & Funding Team

 

 

 

1. Planning  Health Services for the Canterbury District                
 

This role includes coordination of the DHBs key accountability documents including the District Strategic Plan, Statement of Intent and District Annual Plan as well as key areas of service planning and development such as the Health of Older People, Rural Health, Pacific Health and Child & Youth Health. This also includes the development of the DHBs  Health Needs Assessment. 

The Planning & Funding Team is also leading the DHB’s Health Services Planning Programme that will take a fresh look at all of the health services that the DHB provides and funds.  The purpose of this programme is to plan Canterbury's health services for the next ten years and beyond.  This planning may significantly reshape our health services in the future and will address Health Services, Facilities and Workforce Development.

 

 

2. Funding Health Services for the Canterbury District                    
 

The Planning & Funding Team funds a wide range of health service providers for services provided to the population of Canterbury. The services funded by the District Health Board range from Service Agreements (contracts) for services provided by small community-based NGOs (Non-Governmental Organisations) to multi-million dollar agreements for secondary and tertiary services provided by our own Hospital and Specialist Services (for example the services provided through Christchurch Hospital). Planning & Funding Contract Managers maintain an ongoing relationship with these providers, and ensure the efficient management of these Service Agreements.

 


 

3. Monitoring Health Service Contracts                                              

The monitoring of service contracts occurs through a number of mechanisms including relationship development, reporting mechanisms and audit. The Planning and Funding team works closely with the South Island Shared Service Agency (SISSAL) on each of these areas.

 


 

4. Community Engagement                                                                   

Community engagement processes ensure that there is an ongoing linkage to existing networks in the community, that appropriate consultation occurs where required, and that the community and key stakeholders are updated and kept aware of issues and plans. This is a facilitation role rather than one person being responsible for this work.


 

5. Maori and Pacific Health                                                                    

The Planning & Funding Team also provide Maori expertise and advice to the DHB to support the achievement of Maori Health objectives as outlined in the Canterbury DHB's Maori Health Plan, Whakamahere Hauora Maori ki Waitaha, and as one of the DHB Strategic Priorities. This includes advice on Maori engagement and participation, service, provider and workforce capacity and capability development within the DHB's Hospital and Specialist Services and the DHB's contracted community providers, as well as the Maori responsiveness of mainstream providers and culturally appropriate service delivery.

Pacific Health development, as outlined in the DHB Pacific Health Action Plan, is also a focus of the Planning & Funding Team.
